That is no fee (both names are already registered), no forms, and no
problem (both names are registered to her, so there's no conflict
possible -- the only screwup could be if she screwed up the letter or
it was lost).

She needs to write a letter saying that she wants her primary name X
to be an alternate name and her alternate name Y to become her primary
name, and sign it.  The safest thing is for it to go onto an Ansteorra
LoI.  There's been a little internal debate about whether that is
necessary.  Since releases of names and armory traditionally have gone
on LoIs, and getting it in an LoI makes sure it gets into an LoAR due
to the automated processing, I think such a shuffling should go onto
an LoI.  Note, however, that there's no need to put it on the ILoI and
get internal commentary.

This was a similar action from the 5/00 LoAR:

    Coemri nEithne. Transfer of primary and alternate names.
        Her current primary name, Katrine Vanora of Maidstone, becomes
        her alternate persona name; and her alternate persona name,
        Coemri nEithne, becomes her primary name.

I suggest it be worded similarly in the LoI, with the verb tense being
future conditional (like "The submitter wants her current primary
name, X, to become her alternate persona name; ...").  Please delete
the "and" after the semicolon; with it there, it's a kind of sentence
fragment.
