Ermine is "seen as a 'tincture'" because that is how it was treated in
period; it and its variants are the only such items.  ("Ermine gives and
ermine taketh away; blessed be the name of ermine"... there would be two
CDs between this proposed armory and a hypothetical "Gules, a lion
rampant argent and a bordure ermine" for changing the tincture of the
secondary and adding the tertiary.)
