Apparently not.  12/01:

    Atlantia, Kingdom of. Order name Order of the Opal.
        No evidence was presented and none was found of period order
        names based on gemstones. As Atlantia has registered the Order
        of the Pearl, this construction is grandfathered to them.

And a location can be a source of a surname, and such a surname can be
a household name (e.g., House of Warwick), so I think that's a
possible avenue.
