Actually none of the above.
In this case,a semy of thistles is roughly to
a secondary charge group of eight thistles.
It gets CDs for number, type, and tincture just like
any other charge group.
The semy is a group of charges on the field and are
not part of the field.

A different example where the semy is the primary charge
group not a secondary.  Here a semy of sparks.

There are some items that mimic a semy but aren't.
Furs like ermine, vairy, potenty have ermine spots or
other items that look like charges.  These are a type of
tincture like color or metal and NOT semys.

Field treatments like fretty are rare enough not to
really worry about.
