Have those in the College of Arms considered having a badge submitted, and
wearing a clock of some sort, perhaps a chain of state.  As each crown steps
up the College could appear before them and renew their oath of service.  Is
this done?  I do not remember seeing this in the last seven years, or herd
of it before.  This would certainly add a period flair, and added attention.
It would also bring the college into the view of the kingdom more often.
Your job is hard, and sometimes time consuming.  Some ceremony and
recognition would be good.

Just a thought!
