I don't know of cloaks being associated with heralds before, either.
(OK, in the early days of the SCA, there were a few colored cloaks,
especially green, leading to
- Green Mantle Herald
- "Why should a herald wear a purple cloak?  So when he makes
  a horrible pun and someone threatens to hurt him, he can
  proclaim, 'You can't hurt me!  I'm in violet!'".)

Do you maybe mean "tabards"?
