We already knew this much, (my fault for not reminding her to
post what we had found out already.) but we actually found a
discrepancy in whether or not the device was returned. The
index of heraldic submissions would indicate to me the device
was returned.  The collated commentary was saying it was
pended.  We do not have a gazette from that time frame and
there is not an online copy so an email was sent to Asterisk
to see if the status could be verified.  We could not prove
what had happened either way from what was in the local records.

Unfortunately she was not the local herald at the time.  We
were unable to find anything in the files that indicated the
real result of the submission.  We really did look.  I
apologize if I did wrong in recommending she contact Asterisk
for a definitive answer on what the current status is.

Which is why we were trying to find out for sure what had happened.
