You'd give them automatically all the perogatives of a rather high
order when perhaps none of the members could individually get anything
that high?

I can see four plausible models (not to say that there can't be
more):
- AoA perogatives
  (It's likely that at least one member has an AoA, and if not, it's
  not a lot of perogatives)
- the perogatives of whoever owns the registered household name and
  badge
- perogatives granted by the Crown
- perogatives granted by Star
