[ANSTHRLD] Are devices in liteary fiction protected?

Aryanhwy copied the Admin Handbook section.  Note that armory must be
"considered sufficiently important" and after being brought to Laurel's
attention it will get entered in the O&A.

How do you know if it is important enough if it is not already in the
O&A?  You just have to try and register it and then sit through the
commentary.
