O shining Star,

I'm new to this whole "big H Herald" thing, so bear with me.  What do you 
need from me by way of budget for 2004?  I know (from Master Rumil) that in 
the past, Zodiacus has been budgeted $200 per year (which he hasn't been 
using, but anyway.)

Help?
