The First Party and the start of Anno Societatis numbering, the start
of A.S. 1, was 1 May 1966.

Therefore, if there had been an A.S. 0, it would have started 1 May
1965.

So take the year and subtract 1965.  If the date is January-April
inclusive, subtract 1 (because A. S. New Year's hasn't come yet in
this Gregorian calendar year).

December 1999:
    99-65 = 34.
    After 1 May, so it really is A. S. 34

April 2001:
    2001-1965 = 36
    Before 1 May, so it's A. S. 35
