Ah, he changed it since last I saw it.  Yes, since the point is
touching the top of the shield, it's now "throughout".  (Personally, I
like version #2, which I think only I saw, where it didn't quite touch
the top.  But that's me, not thee: FULCO is the one who has to like
the result.)

I'd shift the upper bezant down a bit, by the way, to make it look
more like it's in the middle of the chevron visually.
