For armory
-Brooke-Little, J.P. An Heraldic Alphabet.
-Bruce Draconarius of Mistholme and Akagawa Yoshio, A Pictorial Dictionary
of Heraldry

For names it depends on what the demand in your area is.
It is often cheaper to ask the heralds who have them.

For English one of these is helpful
-Reaney, P.H. and R. M. Wilson A Dictionary of English Surnames.
-Bardsley, Charles, A Dictionary of English and Welsh Surnames

For Scotland
Black, George F. The Surnames of Scotland.

For Germany
Bahlow, Hans. Deutsches Nameslexikon. (also the translation by Edda Gentry)

If you have French problems and can read French
Morlet, Maire-Therese. Dictionaire Étymologique de Noms de Famille

And everyones's favorite the Gaels in Ireland
and Scotland.
O Corrain, Donnchadh & Maguire, Fidelma. Irish Names
Woulfe, Patrick. Sloinnte Gaedheal is Gall: Irish Names and Surnames.

And there's always the AVOID list to be aware of:
