Are we talking SCA arms or mundane arms? If mundane, are we talking American, English, Scottish or some other heraldic authority?

In the SCA, not much. In the real world, it depends on whos and where you are.

The SCA Earl Marshall is not the authority in the SCA to whcih this problem would be addresses. I would ask Star and/or the Militant Arm of the College of Heralds about getting 'involved'.

I think the most restrictive and therefor most powerful heraldic authority is the Scottish King of Arms, Lord Lion I think. They have the legal authority to put you in jail for the mundane use of registered arms.
