And that's what should be on the tabard.  The herald speaks for the branch,
not the College of Arms.  If people can't figure out the person wearing the
group arms and speaking of official things in a LOUD voice isn't the herald,
there well may be no hope for them.  :)
Use branch arms, front and back and sleeves.  It's the period thing to do.

As for badge, use the crossed trumpets and either the branch populous badge,
if any, or the heralds' crossed trumpets badge and the group arms to show
something belongs to the branch herald's office.  As there is a registered
badge for "herald" registered to the SCA, no lower herald's office may have
a badge, nor do they need it.  Administrative Handbook section II.D.3. which
can be found online at http://www.sca.org/heraldry/laurel/regs.html  This has
been upheld by Laurel precedent in recent LoARs as well, see the LoAR of
10/02 under RETURNED, Trimaris, badge for the Wyvernwood Pursuivant.
