[ANSTHRLD] Award Insignia specifications

At one point there was discussion on this list about creating a webpage
which listed information and guidelines about the award insignias for
those who were creating them (such as necessary length and width,
finishing techniques, suggestions for materials, etc).  Has that page
come into existence yet?  If so, where is it?  If one does not exist, I
will take on the responsibility of creating one; however, I see no need
to reinvent the wheel if one is already out there.
