[ANSTHRLD] Award for Herald

At the Steppes fall event, it was announced that Oakenwald Pursuivant
and his wife will be elevated to be baron and baroness of the Steppes
at Twelfth Night.  Oakenwald was previously the local herald for
Emerald Keep.  The couple (Madhi and Valeria) have had non-heraldic
offices and awards as well; they are armigers.
