Yes, actually, the one time I used the Steppes's staff, that's what I
found.  I wanted one hand to support the herald's book, one hand to
flip papers and grab charters and insignia, and one hand to hold the
staff.  One little problem there.

A baton at least is much lighter.  But even so, I'm not sure I could
do anything with it but carry it in procession.

Even on the list field, in the Steppes, I had one hand holding the
book with the pairings, and the other hand to remove the cards for the
current pairing from each pocket page, and another hand to hold my
goblet.  So a baton would be even worse in that circumstance.
