I've noticed that among heralds, it is difficult to get volunteers to sign up ahead of time, but when the time comes to do the work, they usually turn out to help.  I've seen this phenomina several times coordinating field heralds for events.  Still, if you put out the call for heralds to help, and you tap the specific individuals you want to help you, you've done what you can to get it done.  You just have to do the best with what you have available.  it's one of the joys of working in a volunteer organization.  It'll all work out in the end.  How?  "It's a mystery!" ;)  Bribes of chocolate seem to help.
