Not precisely, because conflict is not the same as presumption.
Rules for Submission V.1 covers conflict, and it doesn't call a
conflict between these: "Two personal names do not conflict if the
given names are significantly different" and "A personal name
containing at most two name phrases does not conflict with any
personal name containing a different number name phrases.".

The problem is due to RfS VI.3, "Names that unmistakably imply
identity with or close relationship to a protected person or literary
character will generally not be registered.".

The Admin Handbook on-line doesn't have a standard letter of
permission to presume.  I think it was in a cover letter of the past
couple of years, but I don't have my archive to hand and Google
doesn't find it.  But
<http://sca.org/heraldry/laurel/admin.html#APPENDIX_D> has a standard
form letter for permission to conflict for armory, so it's
straightforward to change the words to refer to a name and permission
to presume instead.  The essence of the standard permission letters
is
- I know who I am
- I know who I'm granting permission to
- I know what permission I'm granting
- I know that once it's registered, no tags back^W^W^W it can't be
   revoked
