[ANSTHRLD] Compass Rose, was Optio

Whoops ... I memorized an older precedence order and was basing it on that.
My bad.  Star Principal is correct, the most recent OP does list the Compass
Rose with the Crane and the Thistle.

Now, having said that, does anyone know when it changed?
