Requiring an award to be registered before it be awarded is a good idea in
that it helps to eliminate the headaches of trying to register it after the
fact, only to find all kinds of problems, which need correcting.  Also, the
time it takes to register something can quite easily exceed the duration of
a Crown's reign, so if they wanted to create an award to give during their
reign, they couldn't likely get it done in time.  This would help to
eliminate short-lived awards too.
