We can go to first principles for the answer. The CoA Glossary of
Terms includes

    Secondary Charge Group. A group of charges on the field around the
    primary charge group.  A design may have more than one secondary
    charge group.  Each group may confer difference independently.  In
    Gules, a pale between two mullets argent, the mullets are the
    secondary charge group.  The secondary charges in Or, a maunche
    between three roundels azure are the roundels.  In Sable, a
    chevron cotised argent between three millrinds Or there are two
    secondary charge groups, the cotises and the millrinds.  ...

It says that a secondary charge group is a group of charges directly
on the field.  (OK, it doesn't say "directly", but it should: if
they're not "directly", they're "tertiary" or perhaps "overall".)
It says that cotises are secondaries.  RfS X.4.b, d, e, f, g, and h
give various types of CDs to "charges in any group placed directly on
the field".

Therefore, cotises get all the CDs of any other secondary charges.

Exactly the same as "a pale between two mullets vert" versus "a pale
vert between two mullets sable", which is to say, yes.
