I think that the edging on a US road warning sign can be considered
decorative.  If you saw a yellow diamond-shaped sign bearing a black
wide wavy arrow, would you think "well, that looks something like a
'winding road' sign, but without the black edging it can't be"?

So I think that at least an arguable case can be made that the above
conflicts with a standard deer-crossing sign.
