Greetings!

A member of the Northkeep populace asked me a quesion
I didn't have an answer and I thought I'd pass it
along to the list.

"I am curious... can someone submit an entry on behalf
of someone else in another Kingdom?

IE, could I submit a name and device registration on
behalf of my sister in the Outlands, through
Ansteorra's College of Heralds, and have me handle 
all the paperwork, revisions, etc, using my own
address as the contact info?
