Some one asked if you all would look this device over and see if it makes 
sense.

She did most of the research herself.  The device incorporates part of a 
civic seal used within period.


Argent, between two flaunches vert, three saffron blooms conjoined in base, 
slipped
and stamened proper.



Saffron blooms are red violet with red gold stamens.
