The description made this sound at first as though the bend sinister 
were charges with the cranes, but after reading it all the way through 
I'm guessing that this is
Argent, a bend sinister sable between two cranes displayed gules.

This would have an armorial weirdness for having a bird other than an 
eagle shown displayed, but that would appear to be the only one.
I'm not finding any registered armory closer than 2 CDs, so this may be 
clear.
