Prior registration generally has little bearing on whether or not something
is registerable in general; maybe it hasn't been tried before, or maybe
rules (or standards) have changed in the meantime.

In any event, a quick glance in couple of books:

Bardsley, _A Dictionary of English and Welsh Surnames_, p. 206, s.n.
Cornwall, lists a <Wauter de Cornwaille> 1313, a <Robert Cornwal> during Edw
III (1042-66), a <Joanna Cornewell> 1505, and a <John Cornewall> 1571.

Reaney & Wilson, _A Dictionary of English Surnames_, 3rd ed., p. 110, s.n.
Cornwall, lists <William de Cornewale> and <de Cornewayle> in 1305. ibid.,
s.n. Cornwallis, it says "..."Walter le Cornewaleys, sheriff of London in
1277...is also called Walter de Cornwall in 1280..."
