[ANSTHRLD] Opinion on a source for a name

I have a client who is wanting to document the byname von Dahl. So far she
has only found two sites that might help, the first one I tend to discount
as it is a family genealogy site with no documentation on the names. The
other appears to be a research paper in Dutch, I provide a link to the
original article and a translation of the pertinent section below for your
opinions as to whether this is a valid enough to use for name documentation.

IIIc. Ontstaan en herkomst van de leengoederen\
"A considerable number of Overstichtse leengoederen was however nor of
episcopal nor of Bentheimse or Van Coevordense origin but had v? 1331 the
called earl from Dahl to leenheer have, who was tevens lord of Diepenheim.
An earl Heinrich von Dahl had around 1188 a very extensive goods possession
in the Netherlands and Germany have, to which also Diepenheim belonged, and
that becomes clear from an overview still kept of its property. [ 14 ] in
1331 sold a female descendant of this earl and its man a remainder of this
complex to the bishop of Utrecht, which with that the castle and the
heerlijkheid Diepenheim and also a large number of acquired feudatories in
Diepenheim and neighbourhood. [ 15 ] an overview of in 1331 obtained has
been kept but unfortunately in very heavily damaged state. [ 16 ]
