I haven't seen any answers to this yet, so here's what I know.

Once the ICC is completed it is mailed out to several people that need it 
(Asterisk, Obelisk, Bordure, and a bunch more). If you want to receive it 
(for whatever reasons), you can ask Retiarius to place your name / email 
address on the list to receive it.

Currently, I am responsible for Retiarius' duties as the position is 
vacant. So if you want to receive the ICC, just let me know.
