Ok, so let me see if I understand all this right.

1. Submitter talks to local herald, writes up paperwork, and sends to
Kingdom in January.
2. Kingdom reviews submission, and sends it up to Laruel in February.
3. March and April is primary commentary by "everyone". This is then boiled
down to the "good stuff" and send out for round two.
4. May is round two and then everything is sent back to Laurel.
5. June the commentary is put together for the "final draft" an sent for
approval.
6. July Laurel disapproves (and submission goes back to step 3) or approves
the submission.
7. August and September the LOAR is prepared for March and published.

Is this basically accurate?

But eighteen kingdoms?  It's roughly 300 items per month.

The Laurel commentary period used to be three months, with one full
month for primary commentary and one full month for commentary on
commentary.  Bruce went to a weird schedule.  Da'ud 2 went to four
months (2 primary + 1 reply), and tried to get it set back to three
months (1 + 1 again) but was shouted down by the College of Arms.
Too many commenters were permanently behind by a month, using the
second month for their primary commentary.

I see one advantage to full month(s) being used in the deadlines: it
allows a commentary group to choose any day of the month that's
convenient.
