Yeah.  I have the dim impression that Hanaper originated as a "special
projects" title, and it was stuck onto him after he stepped down as
Star, and that he just kept it a while before it was apparently
granted to him (per
<http://heraldry.ansteorra.org/docs/COHAdmin_Handbook_2003.pdf>).
