[ANSTHRLD] Who do I ask to put me on the list to receive the LoIwhen it is completed?

If you want to get a copy of the ICC which I used to send a copy out to my
locals when I was Eclipse just send an email to Retiarius and request to be
put on the list of people that receive it.
