You're using the word charter in two senses.  There is an existing legal 
text, but there is no existing calligraphed scroll blank to make actual 
documents from.  So she has the text to use to create original scrolls, but 
then each separate one would be a complete new work of art, which is not 
consistent with her current mandate to catch up on Ansteorra's voluminous 
backlog.
