[ANSTHRLD] website link fixes?

Sorry to post this to the list but I couldn't figure out via the contacts
page on heraldry.ansteorra.org who was supposed to get notified about
broken links.

For the future, who should get notified when we find problems like this?

Here's the three broken links I found today on the ICC page.  I have no
idea if there are others:

The links for 10/1998, 11/1998, and 12/1998 seem to have .htm as the
extensions for the page names and *.html in the links for those pages on
the ICC page.  Renaming the files should fix the problem.
