As best I remember from one look at it: in a very very early letter to
the College of Arms Laurel set up the mechanism as each kingdom
College of Heralds emitting a Letter of Intent of things that would be
registered unless there was some objection by another member, and
Laurel would consider the objections. For what appears to be a

As a service to members of the Society everywhere, the College of
Heralds of the West transmits to the Editors of Tournaments
Illuminated a list of the applications for registration of a
personal device or of arms that it has accepted at its monthly
The purpose of the publication of these lists is twofold. First,
members of the Society will be able to have some idea of the kinds
of devices that are found acceptable, & hence will be able to
avoid the unacceptable in drawing up their own applications. (A
later article in T.I. will go into this in some detail.)
Second, members of the Society will be able to avoid unintentional
duplication of already registered arms/devices and the consequent
delay, additional expense, and so on, involved in resubmitting an

approved, in order that the information available to Society

That later became effectively Laurel registering it. E.g,
Devices Registered to the Imperial College of Arms of the Society
for Creative Anachronism, Inc., following the meeting of the Lord
Clarion King of Arms with his advisors, 8 August A.S. VI (1971) --
registrations effective as of this date.

Letters of comment will be sent to all five heralds, in addition
to the usual practice of sending copies to the Laurel King and to
the Herald who is attempting to register the device in question.
That's my interpretation, at least, frmo the scanty written records.
