Alasdair wrote an excellent summation, with a single error of fact:

Actually, no.  The Steppes ensign was passed in May 1980, and is "Per bend 
vert and sable, a bend indented to chief and overall an oak wreath fructed 
Or."  That is usable by anyone associated with the Steppes.  The badge 
registered in 1989 was intended by the baron at that time for livery -- it 
would be worn by the baronial guard, attendants in court, etc.
Unfoprtunately, the ensign is more complicated, and fell out of use in the 
1990s.
