Oh I thoroughly agree. A herald doing official business (ruling noble,
crown, etc) *should* wear the territorial arms, or failing that, the SCA
herald badge as a tabard or whathaveyou. But we've all seen those
combination-style tabards, that are perhaps less historically accurate...
