According to the American Heritage Dictionary,
<http://www.bartleby.com/61/59/E0155900.html> "1. A national flag
displayed on ships and aircraft, often with the special insignia of a
branch or unit of the armed forces. 2. A standard or banner, as of a
military unit."
According to the 1911 Encyclopedia Britannica,
<http://www.1911encyclopedia.org/Ensign>,
ENSIGN (through the Fr. enseigne from the Latin plural insignia),
a distinguishing token, emblem or badge such as symbols of office,
or in heraldry, the ornament or sign, such as the crown, coronet
or mitre borne above the charge or arms. The word is more
particularly used of a military or naval standard or banner
In the SCA, it tends to be interpreted to mean a populace badge
designed to be flown as a flag.
