The azure portion is not a problem. The only plain tinctures the SCA
protects are vert (flag of Libya) and ermine (Brittany).  And there
are several precedents about those, too.

The sheaf of five arrows might be.  I know a sheaf of three items has
been ruled a 'single charge' at some point, but is a sheaf of five
something a single charge, or an arrangement of five discrete charges?
 If the latter, then there's a problem.  Laurel has rules that
identical charges with more than one of the same per quarter had the
appearance of marshaling.  Therefore acceptability of this design
hinges on whether or not a sheaf of five somethings is a single
charge.

I'll crawl around precedents in a few minutes and take a look; this
information is presented for those who might get there before I do.
