What's the purpose of a kingdom pictorial armorial?  One useful
purpose is to answer a moderately frequent question I see: "would
someone please pull the device form for <N.> and see whether the axe
is a maintained or sustained charge?"

Another purpose I can imagine is for scribes, to indicate how the
submitter may think that the armory ought to be depicted.
E.g., Laurel strips "Florencee" from blazons, but a Florentine persona
sometimes does prefer a Florentine-style fleur-de-lys.

Also, we register the emblazon, not the blazon.

I think that modern submissions at least should use the depiction on
the forms.

Besides the heralds you mentioned, there is usually a staff in the
Laurel office who shuffles and scans packets, and they often aren't
Official Officers.
