I'm usually fond of trimming quoted text in e-mail replies, but the
above message was the very rare case of being trimmed too much.
I didn't know what it was referring to and had to check the archives
for the context.

It's necessary to keep sending copies from Saint Gabriel articles as
support for submissions: as Alden posted, Laurel is asking about
whether Saint Gabriel ought to be added to the no-photocopy list.

The "black and white" is the CoA Administrative Handbook,

    Appendix H - Name Books That Do Not Require Photocopies to Laurel

    This is a list of "standard books" that do not require photocopies
    to be sent to Laurel. The Laurel office and several kingdom
    heraldic offices have copies of all of these books, and urges the
    Kingdom Colleges to acquire copies of any they do not have. Note:
    The LoI must contain the header name and page number and edition
    of the book in which the reference name is found. In addition, all
    articles found on www.sca.org/heraldry do not require photocopies.

It's "that do not require photocopies", not "for which photocopies are
forbidden".  Of course, if you can refer to that list and only send up
necessary copies, that's better.  But if you send up unnecessary
photocopies, you may waste paper, ink, and postage money, but higher
levels will at most just toss the unneeded copies.
