Yes, the executor disposes of property in accord with the legal will.
An adminstrator would take that function if there is no will.

Legal authority to sign for another person is vested in a power of attorney while the person is alive and in letters of executorship after that person croaks.

I can see it now: a probate court fight over who inherits Who mac Whatits SCA device.
