That's how it was when St. Louis hosted it in 2003.  The barony was actually 
looking to lose money on an event (to reduce their bank account slightly) and 
they got enough attendees that they actually made a profit.  :)

So, expect it to break even.  The real factor in ability for it to break even 
or make a profit is getting the students in.

The one thing several KWHSes have done (including St. Louis) was to get a 
list of committed teachers (not classes, just teachers) and have that with 
the bid.  That let potential attendees get really interested earlier on than 
otherwise.
