Might your client accept having three foxes, each 
maintaining (holding) a small cross?

I have not conflict check these ideas, but how about
something like:
 
Gules, in bend three foxes sejant argent each 
maintaining a cross Or.
 
Or, in bend three foxes sejant gules each 
maintaining a cross sable.
