At some point, and for quite a while at that, someone who purported to 
be on the staff of the College of Arms of Scotland was 'vetting' all 
armory before it was registered. When it was discovered - after a 
personal visit by the then-Laurel to London - that this person was not 
and had never been associated with the Scottish CoA, that particular 
part of decision making was dropped like a lead balloon. This was in the 
October 24, 1979 Cover Letter:

Donald Calavan, Ormond Pursuivant. There was an Ormond Pursuivant, but 
he lives in Edinburdh. I am afraid Lord Codex has conned us. I hereby 
remove MacCallavaghn of MacRae from the office of Codex Herald Advocate 
and abolish the office.

Since that was a LONG time ago, the title of Codex Herald has now been 
revived and used for the person who maintains the Laurel website.
