I prefer sideboard included in site fee.  Otherwise, your providers are not sure how much to make ahead of time (not knowing who will eat or go out) and portion control can get spotty.  With it included, they can safely assume everyone will be eating.  And, if people do choose to go out, there is more for everyone else.

I also, personally, prefer a cheap sideboard so the event fee is not impacted too much and because it is almost traditional for there to be a dinner outing afterwards.  I may skimp on lunch and make up for it at supper.
