[ANSTHRLD] Shadowlands badge

There's a badge registered to the Shire of the Shadowlands for which I 
haven't been able to definitively identify a purpose.  I'm hoping 
someone here can help.  The blazon is:

Per pale azure and sable, issuant from the line of division a compass 
star throughout conjoined to a demi-annulet, all within a bordure Or.
