I can see this now.  Laurel awards it to West kingdom in a LoAR.  West kingdom has to transfer it to An Tir.  An Tir has to accept it.  An Tir Crown and Senechal advertise it for release. An Tir sends it on an LoI.  Laurel can then flush it.  Wonder how long that paper blob will take to work its way through the system without a mishap.

Let Laurel deal with the headache of sorting out the ownership of the thing.
