If the group was in the West Kingdom when it was dissolved / went defunct, then the name and any armory reverted to the West Kingdom for ownership.  Once this happened, the name is no longer legally tied to any counties or zip codes.  The West Kingdom could offer it for use to a new group forming somewhere else in their current boundaries or they could release it.

Ansteorra actually had a group forming at one point that, after discussion, decided they wanted to take on a defunct group's name and armory so they could have a registered name and arms and get out of incipient status more quickly.  They planned to later do a name change and arms change but this was a quicker way to meet the incipiency requirements.  (Of course, later their whole movement stalled and they never even made incipient status I believe.)

Once the group is defunct and dissolved, any tie between name and arms to a location is purely historical and not binding or legal.  Now, it would be the height of courtesy if the West Kingdom were to inquire of An Tir if they wanted the name and arms before releasing them; but not a requirement.
